The Town of Lyons provides wastewater, water and electric utilities for the town. New property owners should complete an application for utility service upon closing on the purchase.
 

In 2025 the Town is converting all customers to paperless billing.

In an effort to reduce billing costs and to move forward with sustainability goals, the Town is converting to paperless billing. A $5 one time credit will be issued to customers who are not currently enrolled with paperless billing to encourage them to switch to paperless within the next 90 days, through March 31, 2025.   If you are already enrolled and receive your bill online, thank you. There will not be a retroactive credit.  

The move to all online only will take effect April 1, 2025.  Effective April 1, 2025 there will be a $2 monthly charge for those customers who do not convert to paperless billing and continue to receive a paper bill. The paperless billing is free to sign up, accepts credit & debit cards, and direct checking account transfers as forms of payment. The online site provides the ability to set automatic monthly payments, as well as access the monthly billing history of your utility account. 

Customers eligible for low-income utility services, may request an exemption from the $2 per month fee.

Residents can continue to expect to receive their utility bill online during the first week of the month. Bills will need to be paid in full by the 25th of the month, and considered past due if not paid by the end of the month.

The Town has partnered with Xpress Bill Pay for online utility billing & payment services. The service is free to sign up, and accepts credit & debit cards, and direct checking account transfers as forms of bill payment. The site also allows users to sign up for scheduled automatic monthly payments, as well as access to billing history of the online account.

To convert your account to begin online billing and payment:
1. Head over to www.xpressbillpay.com.
2. Click on the “SIGN UP” button in the upper right corner and complete the short registration form, which includes email address and password.
3. Go to your email inbox, open the verification email and verify your email and continue.
4. Select Town of Lyons as the billing organization and follow the prompts for linking your bill, you will need your account number and last name on your bill.
5. Click the checkbox to opt-in to paperless
6. Once your bill is added to your account, you can view and pay your bill online, or setup a recurring auto payment schedule.

With paperless billing, most payments will be processed online. However, payment can be made by cash, check, money order, credit or debit card. Payments can also be mailed or dropped of at Town Hall, either inside during business hours, or outside in the drop-box at any time. Debit and credit card payments must be made over the phone.
 
We understand that there may be some customers with limited access to a computer. Those customers that need an exemption to keep a paper bill may request an exception and fee waiver by reaching out directly to Utility Billing Staff.
