Bohn Park Project Update

Phase I and Phase II

As the Bohn Park Recovery Project progresses, upcoming closures are to be expected, and openings are on the horizon!

Phase II has begun, and work is anticipated to continue through late August. Over the course of the next several weeks, the Phase II contractor will be completing reconstruction of the east side trail connection, from 2nd Ave to the dog park. During this time, there will be different closures along sections. The dog park, multipurpose field, and dirt jump bike park will be accessible from the out lot near Welch Dr., and/or along the trail between Lyons Middle/Senior High and Welch Dr. 

Phase I will remain closed through April, while the contractor completes final contract-related punch list items and final cleanup. In addition, there are elements of the Phase II project that still need to be completed within the Phase I project area, including a pumphouse and intake for irrigation.

The Town and contractors ask for the public's assistance to be mindful of the closures,  during this process. Town intends to open phase I for public use in the month of May.  

Black Bear Hole Construction

The contractors will be working on both the Arn hole and Black bear hole, and have requested tighter control over the site for safety reasons. They will be closing the pedestrian bridge over the River and cordoning off a significant portion of the trail area and parking lot. They do plan to leave a walkway along the N portion of the trail for foot traffic.

McConnell Bridge

McConnell Bridge construction is currently on schedule, with an anticipated opening of early May. The contractor has begun pouring curb and gutter for the approaches to the bridge. The team expects a closure of the pedestrian access in mid-April, to pour concrete for the new sidewalks. More information will be released as the schedule is confirmed. 

The Town and the contractors working on all these projects are empathetic to the construction fatigue the residents of Lyons have been feeling since the flood.  It often feels like every corner of town has construction work and this time of year seems worse, as we itch to get outdoors and use the parks and open space, while contractors are racing the clock to get projects done and buttoned up. Stormwater Utility Monthly Fee

After two public hearings in December 2017 and January 2018, the Board of Trustees approved an ordinance creating the Stormwater Utility as an enterprise fund, and in doing so, set a Town-wide stormwater management fee. 

A stormwater management fee is a fixed monthly charge for customers within town limits. All properties within Town limit will pay a flat monthly fee per parcel. Rates pay for the construction and maintenance of the stormwater system to better protect Lyons during storms and floods. The fee is used to support flood infrastructure, maintenance, regulatory compliance, water quality monitoring, hazards, and storm water quality education programs. 

The $10 monthly stormwater utility fee will be in April utility bills.

Sewer Rate Adjustment

Recalculated rates reflected in April's utility bill

Each year, residential sewer charges are calculated and a flat rate is set per property for the year. The annual sewer charges are based on December, January, and February water usage averages, specific to each property. The 2018 adjusted residential sewer charges have been recalculated, and are reflected in April's utility bill.
