Public engagement efforts used to develop an updated Parks, Open Space and Trails Master Plan to address the major areas identified in the goals and objectives of the Lyons Recovery Action Plan as a result of the 2013 flood event. The plan is intended to build upon previous public planning efforts such as the Parks, Open Space and Trails (P.O.S.T.) Plans of 2000 and 2008, existing Parks Master Planning efforts (i.e. Bohn, Lyons Valley River Park, etc.), Lyons Comprehensive Plan(s), and other Lyons strategic master planning documents. Planning 
goals and objectives will include:
  • Develop a plan to restore and enhance Bohn Park.
  • Develop a plan to restore and enhance Lyons Valley River Park (McConnell Ponds) and Corridor Trail areas.
  • Develop a comprehensive Trails Master Plan-based on current trails, existing master plans, and new opportunities given the flood event, solicit public input to develop a comprehensive Trails Master Plan to ensure maximum connectivity to parks, neighborhoods, schools, downtown district and local businesses, local transit, regional trail connections, and other critical access points.  
  • Develop a River Restoration Master Plan for designated park areas and other associated public lands including the Black Bear Hole and other “pocket parks”. 
  • Address concepts for new opportunities for potential flood acquisition properties-Park Development Opportunities/Stream Access and Restoration/Trail Connections and Alignments/Recreational Opportunities/Etc.
  • Operations and Maintenance Plan/Financial Analysis-Given the flood event and magnitude of the recovery efforts, develop strategies for best practices for operations and maintenance, new maintenance standards for all parks/facilities/amenities, budget requirements and availability to meet desired outcomes, staffing requirements and availability to meet desired outcomes, cost of required services based on planned amenities, facility management requirements, expense vs. revenue analysis for proposed parks/amenities, and overall cost benefit analysis for major parks and associated amenities.  This may require additional services.

2013 Flood

In the early morning hours of September 12th, 2013, following several days of record rainfall totaling an astonishing 17 inches rain, the North and South St. Vrain Creeks flooded their banks. Stream flows within Town crested above 19,500 CFS (Cubic Feet per Second), easily surpassing the previous record set in 1941. Typical stream flows for the St. Vrain average 67 CFS (USGS Data) for the month of September.

Lyons parks system was absolutely decimated. Nearly all community parks and facilities were affected in some way. It is estimated that of the 80 acres of developed/in-development community parkland, 39 acres were severely impacted. Unfortunately, the 39 acres impacted housed most of Lyons major park facilities.

Today, momentum efforts have been put into rebuilding the Town's Parks. Check out the plans and progress made within the park system. Work is underway, so continuously check back for the latest updates. 

Meadow Park Phase II

In 2015, Meadow Park's recovery plan was established, and construction began. Meadow Park Phase II has an anticipated opening date of July 1, 2016.

30% Design for the Bohn Park Flood Recovery Plan
Following Meadow Park's recovery construction phase, the recovery public planning process began for Bohn Park. On November 30, 2015, the Board of Trustees approved the Bohn Park Flood Recovery Plan. Interior Bohn Park construction is anticipated to begin in spring or summer of 2016, and river restoration within Bohn Park is anticipated to begin in fall or winter of 2016.
